Default Psychic Distractions and Disablings and Recharges, oh my!

Scenario: let's say I toss out a Drain Enchantment, then continue to spam PD continuously for 30 seconds straight. Will Drain Enchantment be reusable again 8 seconds after the last PD, or would I need to wait out it's normal recharge time (aka another 30 seconds)?

PD disables your skills it does not increase recharge.

Even though skills are disabled they recharge at normal speed.

Once a skill has started recharging, nothing can change it (except for killing a boss).

if pd disables your skills for 8 seconds and you used a drain enchant right before, if you used a pd with 8 seconds or less left on the recharge for drain it will restart the recharge at 8 seconds and then you can use it.

doesn't really make sense but its true.

Yeah, suppose you casted an Overload or something, then hit PD right after. The Overload still has 2 s on its recharge, but PD will override it, and it will be disabled for 8 seconds (not an additional 8 s).
